1. How to use this 9-point scorecard
The rubric below is a buyer self-assessment tool. Score each shortlisted OEM membrane switch supplier from 1 (red flag) to 3 (strong) on each of the nine criteria. The maximum score is 27. Any supplier scoring below 18, or scoring a 1 on criterion 1, 3, or 6, should drop off the shortlist before the technical review meeting.
Criteria are weighted equally on purpose. A medical-device OEM may double-weight criteria 1 (certifications) and 6 (testing); an automotive Tier-2 may double-weight criterion 5 (process control under IATF 16949); an industrial-controls OEM with a 7-year design life may double-weight criterion 4 (material traceability). The base rubric stays flat so cross-supplier comparison stays apples-to-apples. Reweighting happens at PO approval, not inside the scorecard.
Of the nine criteria, six can be answered before the supplier is contacted — certifications, tooling policy, material brands, process class, test-report availability, and reference history — from the supplier’s website, IAF CertSearch, the UL Solutions standards browser, and directories such as Made-in-China.com and Global Sources. The remaining three (engineering depth, lead-time discipline, RFQ responsiveness) only surface during the quote cycle, which is why §4 specifies the ten questions that draw them out.

2.1 Certifications & quality systems
A baseline OEM membrane switch supplier holds ISO 9001:2015. For regulated end-products, the supplier must also hold ISO 13485:2016 (medical), IATF 16949:2016 (automotive), or demonstrate UL 969 compliance for labels and overlays. The certificate number, registrar name, and audit date should all be checkable on the registrar’s public database in under five minutes. RoHS 2011/65/EU and REACH (EC) 1907/2006 conformance should be available as DoC documents.

DFM cost shifts to whichever side has the engineers. A supplier with an in-house electrical engineer (for circuit and dome-actuator design), a mechanical engineer (for overlay flex-life and embossing), and a screen-printing technologist returns a DFM-reviewed quote in one cycle. A supplier without that staff returns three cycles of revisions and quietly bills the time as tooling charges. Ask for named engineers and their LinkedIn profiles before awarding tooling.

2.3 Tooling ownership policy
Tooling lock-in is the most common contractual surprise in a first OEM membrane switch project. Screen-printing screens, embossing tools, and die-cutting plates carry hidden ownership terms. A clean supplier writes “tooling becomes buyer property at PO closeout” into the PO and includes an IP-escrow clause for the artwork files. A supplier that retains tooling and charges a “release fee” later is a re-sourcing trap.

2.4 Material traceability
The adhesive layer fails first in a membrane switch. 3M 467MP or 468MP, DuPont Autostat polyester, and Nitto layered tapes dominate the bill of materials. Lot codes should appear on the BOM and match the incoming-inspection log. A supplier that cannot name the adhesive brand on its own assembly is a supplier whose root-cause analysis on a field failure will go nowhere.

2.5 Production process control
IPC-A-610 is the dominant acceptance standard for electronic assemblies. A membrane switch supplier with IPC-A-610 Class 2 (or Class 3 for medical and aerospace) trained operators, in-house screen printing, and an environmentally controlled clean-bench area hits single-digit-thousand DPPM. A supplier that outsources screen printing — the single highest-yield-impact step — adds a hidden quality boundary rarely visible until a field-return spike.

A vetted supplier produces three test artifacts as a matter of course: an ASTM F1578-compatible tactile-life report (1, 5, or 10 million actuations as specified), an IEC 60529 IP-rating test (typically 65 or 67 for outdoor controls), and a UL 969 dielectric-withstand record. A supplier without a tactile-life tester on-site is a supplier whose life-cycle claim is hearsay.

A credible supplier names at least one customer in an adjacent vertical and shares a recent customer corrective-action report (CAR or 8D) with the customer name redacted. Willingness to expose past defects, root cause, and containment is the single highest-signal indicator that the quality system operates in practice, not just in the certificate file.

3. Six red-flag disqualifiers
Any one of the six below should remove the supplier from the shortlist, regardless of total score.
- Refuses an NDA before sample work, or demands more than 50% prepayment before any sample ships. A supplier confident in its own work signs an NDA and prices samples at cost.
- Won’t disclose a street-level factory address, or refuses a live or recorded plant walkthrough. Drop-shippers and trading companies frequently photograph other people’s factories.
- Cites ISO 13485 or IATF 16949 but the certificate is not searchable on the registrar’s public database (IAF CertSearch, the issuing registrar’s site, or UL Solutions Standards Browser). Certificate numbers that resolve to “page not found” indicate an expired, surrendered, or fabricated registration.
- No in-house electrical or mechanical engineer — DFM routed to an unnamed “partner factory.” The buyer is dealing with a broker, with hidden margin and no engineering accountability.
- Quoted lead time changes more than five business days after the PO is countersigned. Schedule risk on the supplier’s side is being transferred to the buyer’s product launch.
- Refuses to provide a tactile-life cycle test report or a recent customer corrective-action record. Either no testing happens, or the records do not survive an audit.

- Will a first-article inspection (FAI) report be shared, and what AQL sampling plan applies in mass production?

A supplier that answers eight of the ten in writing has cleared the communication and engineering bar. A supplier that defers more than three to a “discussion meeting” is buying time.

Should an OEM membrane switch supplier hold ISO 13485 or IATF 16949?
ISO 13485:2016 is required if the membrane switch is part of a medical device subject to FDA or EU MDR oversight. IATF 16949:2016 is required for automotive Tier-1 and Tier-2 work. For consumer or industrial controls, ISO 9001:2015 plus RoHS 2011/65/EU and REACH conformance is sufficient.
